The Prince William Sound Regional Citizens’ Advisory Council enlisted Glosten to undertake an evaluation of available technologies and methods for establishing an initial messenger line connection between a disabled oceangoing vessel and a response vessel at sea for the purposes of connecting emergency towing gear.
